Citizens and businesses must be able to make digital payments (SDG-Annex-2)

The European Union wants residents and businesses to be able to handle important government matters digitally in any EU country. This is known as the Single Digital Gateway (SDG). Annex 2 lists the services that your municipality is required to offer online. A key component of this is that citizens and businesses must be able to make digital payments.

What does this mean for your municipality?
If a resident or business owner from the EU applies for a permit or requests a document (such as a birth certificate) from you, they must be able to complete the entire process online. This means filling out a digital form, uploading documents, securely verifying their identity, and paying directly online.

iDEAL|Wero is not sufficient
This means that if the resident abroad does not have access to iDEAL|Wero, your municipality must also offer alternative payment methods such as Visa, Mastercard, or, for example, Apple Pay/Google Pay.

Why is this important?
This ensures you comply with European obligations and provide better service, including to people outside the Netherlands.

BNG Bank has had its own license for iDEAL | Wero since May 2017.

Worldline’s services are used for the technical connection.

Worldline also allows you to accept international payments. You can apply for various credit cards for this purpose.

In addition to these payment methods, you can also use PayByLink payment links. Within seconds, you can send a payment request via email, text message, and/or a QR code. The recipient only needs to click on the payment link to start the payment process. The payment is then completed securely, reliably, and quickly in the familiar banking environment. Your fellow municipalities have already successfully implemented PayByLink by also offering payment links via QR codes on physical invoices and tax assessments.
